Representatives from the names community congregated in the Cross Community Working Group (CWG) met on 26-27 March in Istanbul to refine the proposal for the IANA Stewardship Transition (IST). One of the most relevant issues which was advanced by the legal advisers is that there are few legal restrictions to the different options that are still being weighed. In this line in the next weeks the work will have to converge to come up with one proposal. There are currently two models (out of the 7 existing models) that will be the most analysed in the next weeks: 1) Accountability mechanisms with functional separation and 2) Accountability mechanisms with legal separation (also called the IANA subsidiary or “affiliate” of ICANN). In addition, the ccNSO formally communicated that it will use ICANN 53 in Buenos Aires to approve the proposal. To know more about the calendar and other developments, continue reading.
The way forward and key dates for the CWG proposal are the following: 20 April – 20 May: Public Comment (30 days) on the Draft Proposal; 8 June: Delivery of the Final CWG Proposal to the Chartering Organizations; 25 June: Target to deliver approved Final CWG Proposal to IANA Stewardship Transition Coordination Group (ICG).
